Export to OVA not exporting drives.

Description
I'm moving my virtual machines to a new physical machine via the export-import method. 10 went find but then one is not exporting it's drives. A 120g system drive and a 60g data drive. This was the only VM that used to be a physical machine. I get no error message. I thinks it created the .ova file just fine but it's about 20m is size.
I would provide more info but I don't know what to send as there is no error.
export host is Win7 64. Guest is a Vista 32. I have tried it via VBoxManager command line as well. Same thing.

I've now tried V5.1.8 and the same things happens. I can't move it to the new machine.

No activity for 3 years, please reopen if still an issue with supported VirtualBox release.
Please attach the .vbox file of the VM which didn't include its drives when you exported it.
