Starting guest with multiple monitors on a different workspace causes virtual screens to disappear

Description
Starting or restarting guest with multiple monitors on Gnome workspace X while user is on a workspace not X causes guest virtual screens > 1 to disappear.
For example, if I start a guest on workspace 3 and that guest has two monitors but I switch to workspace 7 while the guest is booting, then the guest will only show virtual screen 1. Virtual screen 2 will completely disappear. This is true in windowed or fullscreen mode.
The workaround is to toggle to and from fullscreen, at which point the other virtual screens will reappear.
This is really only an issue when virtual machines receive updates and reboot.
