VirtualBox 4.3.20 r96997 won't install bridged network adapter Windows 8.1 X64

VirtualBox 4.3.20 r96997 on Win8.1 X64. I tried re-installing as Administrator. It did not fix the problem. It's because the installer will not install the Bridged Network Adapter.

There is something wrong with the installer. Instead of just running the installer as Administrator I logged out and logged in as Administrator. I installed VBox, in which the Bridged Adapter appeared. When I logged in as a normal user the Bridged Adapter was not present. I then un-installed VirtualBox. If I install it again under the Administrator profile no Bridged Network Adapter is installed.

This occurs on Windows 7 X64 as well.
